The wiper linkage is bad. Or the wiper arm stud bushings (where the arms attach to the cowl) are rotted out.

Check eBay for the plastic linkage bushings. They are not available from the Ford dealers.
The linkage bushings are worn/missing/broken or the wiper arms are not timed properly to the wiper transmissions.
You don't really, you would replace the entire linkage. Best place to get it from and be correct the first time would be your dealer.

You must remove the wipers, cowling, wiper motor and linkage assembly. Then you will remove the power steering lines, connectors and tie rod ends. Next, remove the bolts holding the rack to the body of the car, then remove it through the hole where the wiper motor and linkage assembly was located.
THIS WORKS FOR THE OLDER DODGE TRUCKS 72-80 SO LOK AND SEE IF THIS WILL WORK. STEP 1 REMOVE WIPER BLADES NOTING THEIR POSITIONS STEP 2 OPEN HOOD AND SEE IF COWL SHEETMETAL IS HELD IN PLACE WITH SCREWS, IF SO R/R COWL THE LINKAGE WILL BE IN PLAIN SIGHT. SNAP BUSHINGS ON AND REINSTALL.
how you change the wiper linkage bushing requires you to take off the wiper blades and vent off the top off the dak there should be about 8-9 screws maybe less, then when the vent is removed, there will be a plastic vent with plastic clips, simply lift up one edge of vent it should just pop out the do the same with other clip, when vent is lifted up unplug the rubber tubing from spray nozzle then repeat with other tube, when plastic vent is removed you should be able to see the wiper linkage crank and wiper arms there you should see the bushing simply pull the wiper linkage and remove the bushing and replace.
The linkage bushing is located under the Crowl grill. Remove wipers and grill.
