No. STO is like the other MMO's out there with a 3rd person vantage point when playing.
Star Trek Online and Jumpgate Evolution are space MMO's but neither are on the same level as EvE-Online. To be honest, there aren't many MMO's on that level.

There is a star wars mmo called star wars galaxies but you have to buy the software and pay 15 dollars a month

Its fairly unlikely that it wont be a subscription based MMO unlike something like Guild Wars, while it would be nice to not have to pay monthly obviously, its pretty much certain we'll have to.
