It means either the alternator or the voltage regulator is failing, assuming your electronic instrument cluster isn't going bad.
There is only one way to fix DCL errors. The instrument cluster needs to be reworked. It will fix it 100% for good. New clusters won't fix it because the problem is with all clusters in the Lincoln Continental. ALL of the instrument cluster issues will go away. It costs about $70 but it is worth it. Search Ebay for the repair. You will find it.
If digital cluster;check under the dash close to steering wheel, you get a big square fuse for cluster..outside fuse box location...or maybe check all others fuse...

I had mine fixed by mrwizzard.com I had to remove it and send it in. cost was about 100 dollars in 2003 for 1991 trofeo dash cluster.
1. Remove the plastic cowling by liftin on the front edge nearest the windshield. 2. Unplug all the switched and plugs from the back of the instrument cluster. 3. Remove the four screws securing the instruments to the dashboard. 4. Lift up the instrument cluster and unplug he speedometer cable and flat white pin connector on the passenger side of the cluster. 5. Lift the instrument cluster off. To install, simply reverse the directions.
