Normally they are auctioned off to the public. You may search the internet, cars classifieds in newspapers to know which would be the dates and location for this auctions. But I suggest that you also consider looking at other cars classifieds, cars from the IRS or the government are usually used everyday for services and are usually worn off and has high mileage. Though cheap, maintaining it could and would be more expensive.
