Sanford drawing pencils are pretty much one of the most high quality art pencils one can buy. Another higher end brand for art pencils is Derwent. Probably the easiest ones to find for a decent price would be Prismacolor.
Prismacolor discontinued the neon colored pencils :(I have a tiny stub of the neon yellow and was researching forever only to find it has been discontinued. So bummed.
