Here's how to make a tutu: Step 1: buy some elastic and tulle, elastic: (your waist's lengh) tulle: About 1,5m by 30cm per layer.. you'll need about 3 or 4 layers. Step 2: Take a long peice of thread on a needle (A bit longer than your waist's lengh), then take one piece of tulle and tread it on, but tread it every 5cm, almost like a curtain and do this to each piece. Step 3: sew the elastic together to make a waistband Step 4: Sew layer by layer on the edge of the tulle to the elastic (Use a machine)
If you are attaching it to the waist of the dress (hopefully there is already a seam to follow!), use thread of a contrasting color to baste it into place, using 1/2 inch hand stitches. Straight pins don't work well with tulle. Then, fold the tulle down and use your machine to top stitch the tulle into place. You can then remove the basting stitches which held it in place.
