There are 2 fuse boxes / fuse panels in nearly every Ford product: one directly above the driver's left foot (when the driver is actually sitting in the driver's seat). The other is inside the engine compartment, on the right side - contains high current fuses.

The illustrations in the Owners Manual will guide you to the specific fuse and/or relay for that function. == == Inside the fusebox cover is a small white plastic tool for pulling fuses out, along with a variety of spare fuses. Inspect the center section of the fuse to determine if it has 'blown' - it will be obvious if the metal strip has melted.
Insert a replacement fuse of the same color / amperage protection by simply pressing it into the fuse-slot. There are actually two separate covers. One is for the circuit breakers and one for the fuses. There's a tab in the center that you squeeze together and it pops off. In the cover you'll find spare fuses and a puller. If you still need to get the breaker cover off, there's a tab on the corner marked "lift". With the other cover removed, you can then unsnap the tab and wiggle it out.

The Ford Freestar was discontinued in 2009 along with the Mercury Monterey Minivan, being replaced with the Ford Flex.
In 2004, Ford renamed the Windstar "Freestar", and also introduced a Mercury version of the mini-van, the "Monterey". Ford then made the decision to abandon the mini-van market after 2007.
I wish I knew. It was replaced by the Ford Freestar and Mercury Monterey Minivan, but as far as I'm concerned, the Windstar was a better minivan comparing it's 2 replacements.
I just documented this on a 2001 Windstar in the "Related Question" below - and I suspect the procedure is going to very very close to the same for the Freestar / Monterey.At the very least, it should be good start to sequencing and what to look for.

The Ford Aerostar totally sucked and was just as bad such on the motor and presentation. It was replaced by the Ford Windstar, which also sucked on its presentation on its first model, but did a little better during the second model, which was later replaced by the Ford Freestar and Mercury Monterey minivan, which were also not doing a perfect job. The Ford Flex is the brand new replacement and should do much better.
The Windstar, Freestar & Monterey are Ford's front-wheel drive mini-vans. The 'Econoline' series of vans and Aerostar are the rear-wheel drive offerings.
