there is a panel below the steering column. there are two screws at the bottom of the panel and on each side. remove those two screws and the panel will lift from the clips on top . the fuse panel is then exposed.
The relay for a 99 Grand Marquis heater is located on the kick panel on the driver's side of the car. The relay is located under the kick panel cover.
