I can't show a picture , but the kick panel is the interior trim panel , just in front of the front door , by the passengers feet . According to the 1999 Mercury Mountaineer Owner Guide , you will find the fuel pump shut off switch ( inertia switch ) behind the kick panel . The Owner Guide doesn't show if there is an access hole or if and how the kick panel is removed in order to reset the inertia switch
Open the drivers door, and look at the side of the dash right up where the door would sit closed. You will find the fuse panel there
I don't know which one exactly but it could be under the hood in the fuse panel if its not inside. Also it should be marked "ABS" and easy to find
I couldn't find a picture for you, but my Haynes manual says that the flashers are located in the "convenience center". This is supposed to be located somewhere in or near the driver's side kick panel.
