After you get the National Dex and meet Professor Oak at Pal Park, go to Eterna City and talk to Oak in the house on the south-west corner. He should give you the Up-Grade.
There is only one Up-Grade in the game, so don't lose it!
Up GradeThe Up-Grades only use is to evolve Porygon into Porygon2.

∙ 12y agoIf I remember correctly, go to the Sevii Isles (need Rainbow Pass first). On Isle 5, go east and then south. Eventually you shall encounter a building (everyone in the main area of 5 island complains about it being there). A password is needed...you get it on Isle 6 from a scientist at the dotted hole. After beating the rockets and getting the Sapphire inside, I think one of the scientists gives you the upgrade as a result of batlle or something. Try that and see if it helps.
