Every person's financing situation with their vehicle is unique. You'll have to call the people that repossessed your car (your bank, the dealership) to find out.
If the dealer ship financed the vehicle, or represents the financing party, such Ford Finance, or GMAC, then yes they can.
You can find information on repossessed car auctions on websites such as Absa (under repossessed cars), AutoBidMaster and RepoDirect. Depending on where you live there can also be local sources of information.
The lender who holds the note on your car, is the one that repossessed your car.
Why don't you go find your own financing. It is not his responsibility, it is yours. You are the one buying the car.

I'm struggling to find a way for this to happen. If they took the car the first time, how did it come back for a 2nd repo? I have to imagine that you somehow bought the car once more and somehow landed financing for it again. Then, the 2nd company repossessed it. If this is the fact pattern, yes, it will show up twice.

If anything is missing when you reclaim them your at a loss since you can't prove it was there. Also if it is connected to the car like rims, stereos, subwoofers, those will stay with the car and you won't be able to reclaim them. So if your behind on your car payments don't leave any valuables in your car, and take your stereo equipment and rims with you.
