Not all states have made these illegal. C.A.R.B. (California Air Regulatory Board) has created regulations for gas cans, but not all states have adopted these regulations. However manufacturers, wanting to sell their cans in all states have buckled under to these regulations. The CARB regulations fall far short on functionality and only have emission related guidlines for cans. You can find parts available for Sceptor and Wedco cans (ie. vent caps, nozzles, etc.) from ACE Hardware. These parts may be able to be used on other cans as well.

You can find replacement caps for Rubbermaid water bottles by contacting the company directly. You can call customer service at 888-895-2110 and see if there is a location near you that sells them.
Yes, they are usually made of thin aluminum, and can be recycled just like aluminum cans. Some jar caps are made of steel, and these can be recycled too, just like steel cans.
Cans are easier to recycle, but bottles are easier to use. Some places don't offer plastic recycling, and most times the caps have to be thrown away.

It swells. I read that it was good for gasoline, and made some gaskets for the caps on the metal GI Jeep cans I have. They swelled up in just a coupla hours. The caps were tightened gently, by hand only.
Collect as many soda cans as you want, then take them down to recycling center. The more cans you have the better. Most recycling centers pay 5 cents per can and pay you by how much all your cans weigh in total. Remember to check what time the recycling center opens, when it closes, and when the best time to come is.
It is much easier to buy new cans. The only shot to buy pre CARB parts is Ebay or try googling "Eagle plastic fuel can parts". I think they stopped manufacturing them.
