Birth, death and marriage certificates are (almost universally) public documents. As such copies will be retained by the state (Germany) where your daughter was borne - it is also possible that as you were on military service your daughters birth may have been registered by the military in your country of origin (i.e. in the US).
You will need to know:-
When - the date on which your daughter was born - and if possible the date of registering her birth
Where - town/state and hospital or address.
Father / Mother - the names of her parents.
Armed with this if there is still a military establishment in Germany write to them and ask for help or failing this ask for advice from your embassy in Germany about where you have to go to contact the Germen public records office.
National service is. I do believe they offer alternatives to military service.
Your army service certificate number can typically be found on your military discharge paperwork, such as your DD Form 214. If you no longer have this document, you can request a copy from the National Archives or your respective military branch's records department.
