If you have someone's login information to their account, it is entirely possible to use the account. If they change their login credentials without informing you, you would no longer be able to access the account.

When you send someone a tweet using Twitlonger your tweet will end with a link that someone can click on to read the rest of your tweet. They can't access anything in your account they will only be able to view the tweet.

No. once an account is closed, it ceases to exist. It is no longer a valid account that can be used for transactions. So if someone wants to charge you for anything, they cannot use this bank account. Even the bank cannot charge anything on that account.

Change the password on your account, then they will no longer be able to access your account from the old machine as it will still have the old password recorded.

Rare means it is no longer available, so you can no longer get it.
