The best bet would be find an experinced individual that has something to do with commercials. Try and art college, yellow pages, Most regular design student and teachers are very creative and can tell you right away if your idea has any merit. Most people wont turn you away if you present them your idea in person stay off the phones if you really want an answer.

If you have the idea for a commerical, the company you would need to to talk to is probably the advertising company that works for Verizon. I would google it and see what turns up.
Feedback gives you an idea of communities expectation of your work. It tells you where you are, where you should be and perhaps what you should do to reach your objective. With all that said, I dont see how it is not an advantage
