Midas will do it for about seventy bucks(parts/labor)....thats not extremely cheap but mom and pop auto shops will do it for around the same..

the Serpentine Belt on the 91 Lebaron is on Tension Pulley, you dont tighten it. But if it is loose and you need to tighten it you just go and buy a new belt and put that on.
You have to go to an auto-parts store to buy the serpentine belt. Any auto-parts store can tell you the correct size belt to purchase.
Go to autozone.com, select your make/model and they offer online service manuals. In there, you will find diagrams for serpentine belt routing.

Find the appropriate size socket to go on the belt tensioner, put it on a ratchet or breaker bar. Rotate the belt tensioner counterclockwise, and that'll loosen the slack and allow you to remove the serpentine belt.
Go to Advance Auto Parts. They can print a belt routing illustration for you.
All you have to do is loosen the idler pulley and the belt is a snap after you do that. just tightin bolt after the belt is on. good to go
