The fuse box is on the driver's side to the left of the steering wheel. Check your ownder's manual to see which fuse it is.
look in your fuse panel for a fuse labeled HORN..pull it out and see if it is blown (broken)
On the 2003 model SL, at the digital clock on the dashboard, you'll see a couple of little black buttons....those buttons control the clock. I believe you have to push both buttons at the same time to activate the settings.

On a 2003 Ford Explorer Sport Trac : ( fuse # 17 is a 20 amp fuse for the cigarette lighter and OBD II ) * open the drivers door , and IN the drivers end of the dash you will see a removable plastic fuse panel cover
There are fuse charts stored next to the fuse boxes. 1. Front Engine bay, driver side, main fuse box, next to the brake booster and the driver side firewall. 2. Trunk The fuse box is located in the body panel, next to the spare tire and the mounted over the battery. Open a plastic knob, and the panel, the fuse box and chart are stored inside of the fuse box. 3. Front Engine bay, passenger side, another fuse box, to the left of air filter housing, in front of the passenger side firewall, when you look in the engine bay from the front of the car. Open Excel and right-click on the chart and select copy. Go to Word and paste the chart where you would like to see it on the page, then move the object, as desired.
Remove the fuse. Looking at the side there will be a small piece of metal inside, you can see it through the plastic. If it is broken or torn then the fuse is bad. Replace it.
A 2003 Chrysler Town and Country does not have an interior fuse box. All fuses are under the hood next to the battery.
THE LIGHTER AND ODB2 USE THE SAME FUSE. CHECK TO SEE THAT THE FUSE IS NOT BLOWN.
could be either or, simply replace one bulb to see if that fixes it if not check the fuse
