no, because ferris wheels were invented in 1980.......
George Washington Carver developed the first movable school called the Jesup Wagon. The first one was pulled by a horse, but it later became a truck. By 1930 it contained a nurse, an architect, and a home demonstration agent to bring new ideas to the people in the country. By then it was known as the "Booker T Washington Agricultural School on Wheels".

It is uncertain as to what can be considered the first wheelchair, or who invented it. The first known dedicated wheelchair (invented in 1595 and called an invalids chair) was made for Phillip II of Spain by an unknown inventor. In 1655, Stephen Farfler, a paraplegic watchmaker, built a self-propelling chair on a three wheel chassis. In 1783, John Dawson of Bath, England, invented a wheelchair named after the town of Bath. Dawson designed a chair with two large wheels and one small one. The Bath wheelchair outsold all other wheelchairs throughout the early part of the 19th century. However, the Bath wheelchair was not that comfortable and during the last half of the 19th century many improvements were made to wheelchairs. An 1869 patent for a wheelchair showed the first model with rear push wheels and small front casters. Between, 1867 to 1875, inventors added new hollow rubber wheels similar to those used on bicycles on metal rims. In 1881, the pushrims for added self-propulsion were invented.

George Ferris Jr rode on one of Somer's "roundabouts" and had his own idea's. The wheel built by George Ferris Jr. for the Chicago Columbian Exposition in 1893 was larger (264 ft), and more advanced. Large wheels built as early as the 17th century were called "pleasure wheels" or "great wheels" built purely for the joy and thrill of it. Ferris' wheel was originally called the "Chicago wheel".

Since its not usually documented, the opinions of an inventor are usually unknown. But I imagine that since ferris wheels generate fun, that the inventor wanted to make something that people found fun and exhilarating, since ferris wheels tend to be quite high as well. :)
