No, Cain could not have met Ruth, because she lived over a thousand years after he died.

Cain, Adam and Eve's first son, became the first murderer by killing his brother, Abel. Cain and his lineage died outat the flood of Noah's day (around 2370 BCE)

Ruth was a woman from Moab, who lived during the time of 'judges'(around 1170 BCE).

Naomi and her husband, Elimelech, and their two sons, Mahlon and Chilion, moved from Bethlehem in Judah to Moab, during a famine. Ruth married Mahlon after the death of Elimelech. When both Mahlon and Chilion ALSO died, Naomi, now widowed and childless, sadly prepared to return to Judah.(Ruth 1:1-7; 4:9, 10). Ruth, also childless, chose to support Naomi and worship the God of Israel (Ruth 1:16+17) loyally retuning to Judah with Naomi. Because of her faithfulness, she was rewarded by becoming part of the lineage of Jesus.(Matthew 1:5,6,16)(Ruth 4:1-21)

Where did Cain's wife come from in the land of Nod?

Your question presupposes that Cain's wife came from the land of Nod. However, the Bible doesn't say that Cain's wife came from the land of Nod. What the bible says about the land of Nod, Genesis 4:16, doesn't mention Cain's wife--only that Cain went to live in the Land of Nod. What the bible says about Cain's wife, Genesis 4:17, doesn't mention the land of Nod, only that Cain and his wife had a son named Enoch, and built a city named after him. However, the question of where Cain found a wife can be answered logically and scripturally. From scripture, Genesis 1-5, we find that Adam was the first man created, that a woman was then created and named Eve, that Adam and Eve had many children including Cain, and that Eve was the mother of all living. Given that Eve was the mother of all living, she was therefore the mother of Cain's wife, who would therefore have also been Cain's sister. A side note is that no prohibition on sibling marriage appears until later in the law, and, indeed, given that there was one and only one family in existence, for that family to multiply and populate the world would have required marriage that by later standards would have been seen as incestuous.

When Cain killed Abel and was sent to the land of Nod where did all the people come from that were there?

The Bible does not offer a clear explanation of where the people in the land of Nod came from. Some interpretations suggest that there were other people already living in the land, while others believe that more of Adam and Eve's children may have been born outside of what is recorded in the Bible.

Figure from Christian folklore condemned to walk the earth?

I think you are referring to Cain. The story goes that Cain killed his brother out of jealously. When God found out he punished Cain by making any harm done onto Cain by others would come back on to them seven fold. This caused Cain to become a Vagabond and walk the earth until the Final Judgment.
