No, Cain could not have met Ruth, because she lived over a thousand years after he died.
Cain, Adam and Eve's first son, became the first murderer by killing his brother, Abel. Cain and his lineage died outat the flood of Noah's day (around 2370 BCE)
Ruth was a woman from Moab, who lived during the time of 'judges'(around 1170 BCE).

A side note is that no prohibition on sibling marriage appears until later in the law, and, indeed, given that there was one and only one family in existence, for that family to multiply and populate the world would have required marriage that by later standards would have been seen as incestuous.

I think you are referring to Cain. The story goes that Cain killed his brother out of jealously. When God found out he punished Cain by making any harm done onto Cain by others would come back on to them seven fold. This caused Cain to become a Vagabond and walk the earth until the Final Judgment.
