Sherman started his "March to the Sea" from Atlanta at down of November 16,1864, after destroying all infrastructures of military interest standing in the city, whose civilian quarters were also involved by fire and blasts, which caused most of them of being razed to the ground.
Atlanta was evacuated by the Confederate Army of Tennessee (Maj. Gen. Hood commanding) on 1 September 1864 and occupied by the Union Armies of the Tennesse and the Cumberland the following morning (Lt. Gen. W. T. Sherman commanding). Sherman rested his armies in that city for 2 and a half months while accumulating supplies for further campaigning. Supply of the Union armies in that city was difficult due to a single track railroad line to Chattanoga TN. Sherman therefore split his forces, putting a corp under Maj. Gen George Thomas to protect Tennesse and taking his remaining force on a forced march to Savannah Georgia in order to be supplied by sea by the US Navy (The March to the Sea). On November 14, 1864 details of the Army of the Cumberland set fire to all buildings, workshops and storehouses that may be of use to the Confederate cause. (The Burning of Atlanta). The next day the Union Army left Atlanta giving the burnt out hulk of the city back to Confederate control.
There have been a number of Shermans in US History.
Roger Sherman, the Connecticut Representative at the United States Constitutional Convention created the Great Compromise and the Three-Fifths Compromise which allowed for a bicameral legislature divided between equal and proportional representation and for slaves to be counted in the census as 3/5 of person respectively. These two major compromises held the US together.
William Tecumseh Sherman, a Union Civil War General, was noted for his implementation of scorched earth tactics and total war. He burnt the US South down until no resistance remained on his "jaunt" from Atlanta to Savanna, Georgia. His plan ended up helping the Union achieve victory, but made his name a curse word in many areas of the US South to this day.
His act is widely now called "Sherman's March to the Sea". Sherman was a prominent member of the Union army. He left Atlanta, George with his troops on November 15, and marched to capture the port of Savannah on December 21.

Many southerners felt this was a violation of the Constitution. General Sherman was a general in the Union Army during the Civil war.
He never had the authority to do it in the first place. Sherman was simply trying to get the slaves to stop following his army, so he made the '40 acres and a mule' promise - although he never had the authority to make such a promise or enforce it.
The district plan is a plan in which people in authority choose elected officials. A proportional plan is where votes are given in direct relation to the number of people who voted.
