The concept of a boy becoming bar mitzvah (or a girl becoming bat mitzvah) is ancient in the Jewish world. It just means that the child has become an adult and is therefore personally responsible for performing the mitzvot. In the Talmud, age 13 is specifically recognized; see, for example, Pirke Avot 5:21 and Niddah 5:6. There is evidence that even in late classical times, boys reaching the age of bar mitzvah did something special to mark the event, and by the 13th century, Rabbi Jacob ben Asher decreed that a boy becoming bar mitzvah was as worthy of celebration as a wedding. So it remains to this day, and in the 20th century, girls began to celebrate becoming bat mitzvah with an equal celebration.
