There is confusion since there are three different wars that can be called "The Persian Gulf War"

Iran-Iraq War of 1980-1988:

The primary battleground was Iran and the Iran-Iraqi border, during the Iran-Iraq War 1980-1988 and in the waters of the Persian Gulf.

The most important region of the conflict was Khuzestan Province in Iran.

Persian Gulf War of 1990-1991:

This war initially took place within Kuwait when Iraqi troops invaded the country. Coalition forces gathered in Saudi Arabia along that country's border with Iraq and Kuwait. The Coalition forces then pressed over-land through Kuwait and southern Iraq. There were also Air-Force raids in northern Iraq.

Iraq War of 2003-2011:

The initial ground assault was in southern Iraq, but this part of the war was only a few months long. The majority of the fighting was counter-insurgency all throughout the country of Iraq by Coalition Forces.
