In the book "Wicked," the two girls met when they were roommates during university. In the original "Wizard of Oz," it is implied that they had known each other and been enemies for a long time. I do not believe they meet face-to-face during the duration of the book until the Wicked Witch is dead. A thorough review of the book itself may help you further.
