Then they had to face the German population movement in Gaul, which embroiled them there, and the aftermath in Spain also led them to progressive takeover there. And so on to the Rhine and Danube and then Syria Palestine, North Africa, Egypt ...

When the Carthaginians (actually Carthaginian mercenaries) invaded the city of Messana (which is the city the separates Sicily and Italy) the citizens called to Rome for help. The Romans knew that if they helped Messana it would cause a war between them and the Carthaginians, but after great debate they helped Messana. This is the start of the First Punic War.
Andorra did not exist in antiquity. The Romans did not invade this area. The peoples and the cities of Catalonia and Valencia were allies of the Rome because they wanted protection from the Carthaginians who had taken over southern Spain. The Carthaginians seized a city which was an ally of Rome. This sparked the Second Punic War. After the Romans defeated the Carthaginians and took over their territories in the south, Catalonia and Valencia were annexed as a Roman province. However, this was not a conquest. The people involved agreed to the move as they were friends of the Romans.
The Romans would have kept on trying until they wore them down.

Everybody! :) They were at war with about all their neigbors all the time. They fought the German tribes, the British tribes, the French tribes, the Northern Greeks, Romanian and Hungarian sorts, the people of the Russian steppe, the Iranians, the Iraqis, the Turks... you get the idea. There were all sorts of barbaric tribes that Rome fought. They were less advanced technologically and, for the most part, easily beaten. Historically, the Romans had real trouble with the Huns, the Goths, the Carthaginians, and the Parthians. Everybody else was just a nuisance to be beaten to plant another Roman flag on the ground.
