I don't have the full answer but I know it was made in 89.5 - 91 without turbo and 92 and on with turbo..
all depends on the driver of each and how it was cared for.. my 90 12v non turbo cummins with 300k miles can out pull my 08 turbo cummins with 68k miles any day of the week.
The Cummins diesel does not have a timing belt.

there are two kinds of timing marks. one is for ignition timing and one for valve timing.

No there is no timing marks on the power valve it will only go in one way the power valve opens win your bike hits high rpm get a repair manual it $its 20.00 it will help u alot.
On the "b" series in a Dodge truck it is either on the driver side of the timing cover, the side of the valve cover, or the top rear of the valve cover.
