Very few people stay in Antarctica for long. Most are researchers and scientists, as such there are hefty fines for simply dropping things all over the ground so obviously it has to be put on a ship to be disposed of elsewere.
Generally, rubbish bins are useful for collecting rubbish. All garbage that is not incinerated on the continent is re-tro'd back to the country of origin that supports the research station.

Yes.Every scientific station on the continent is required to remove its rubbish from the continent.The American stations incinerate the rubbish that is burnable, and remove all other rubbish, including human waste from field camps, by ship and take it back to America for proper disposal.
Generally, research stations follow the guideline -- clean up after yourself. All waste produced is either burned, or is bagged and returned to the country that supports the research station. As a result, there is no waste to speak of in Antarctica.
