No this is simply not true. Thoughts of Reincarnation (punarjanma) & Caste System are completely different.
There is no caste system in France.
In ancient times, the simple Varna system had degenerated into a rigid caste system. The high-caste Hindus developed hatred for the low-caste people, most of whom were branded as the Shudras or the Untouchables who were subjected to abject humiliation, suffering and misery. They were even not allowed to draw water from the public wells or to visit temples.
There are five levels: Brahman, Kshatriya, Vaishya, Shudra, and Harijans. Each of these castes is referred to as a jati. People are expected to live the entirety of their lives within their castes; there is no change in fate. This system has been enforced in India for ages and has instilled a sense of expectancy in its people.
India has many factors which determine where people live. As a nation they have cross cleavages, which are comparable to our states. In addition to this they also have a caste class system which divides population into groups based on their profession. Once you are in a caste the only way out is to move so far away that no one knows what caste you originally were in. Also there are certain unwritten laws that you cannot marry outside your caste. The cross country cleavages, states, are based on many factors including: language, castes, and religion. Now the caste system has began to slide because of all the employment opportunities in the larger cities.
Buddhism recognizes no classes and does not differentiate between Men and Women. All people are equal. In Hinduism, like in ancient Feudalism, there are hereditary classes (called Castes in Hinduism). People are born, live and die within their class/caste. They can only have certain jobs that fall into that caste. Now India is trying to wipe out the caste system but, as with anything dealing with people, not everyone takes the change to heart.
The caste system in India helped maintain social order by assigning individuals specific roles and responsibilities based on their birth. This system enforced a sense of hierarchy and duty, preventing social mobility and promoting the division of labor within society. Individuals were expected to adhere to the rules of their caste, contributing to the overall stability of the social structure.

Under the caste system there was a tremendous focus on preserving a social image of the family as a whole, and bettering one's reputation. Due to a fragile sense of shame, marrying under your caste was severely looked down upon, and because no one wants to live like a social exile, from family, neighbors, society, etc. it was essentially forbidden.
