The 1964 VW Beetle ignition switch only has three wires. Connect the red wire to the positive post. Connect the black wire to the negative posts. Connect the white wire to the auxiliary post.
your starter is pulling too much energy from your battery. Either the battery is too small or your starter needs attention.
REMOVAL PROCEDURE Remove the engine cover. Disconnect the spark plug wires at the ignition coils. Disconnect the ignition coil harness connector. Remove the ignition coil mounting bolts. Remove the ignition coil. INSTALLATION PROCEDURE Install the ignition coil to the bracket. Install the ignition coil mounting bolts. NOTE: Refer to Fastener Notice in Service Precautions. Tighten Tighten the ignition coil mounting bolts to 8 N.m (71 lb in) . Connect the ignition coil harness connector. Connect the spark plug wires at the ignition coils. Install the engine cover.
If you have only connected the positive and negative wires it will not go. you also have to connect the accessories wire. which is for the ignition.
Use an ohmeter to test tesistance where the plug wires connect to the coil-it should read 12,000. now for the the primaray side where the signal wires connect to the coil should be 2-3 ohms.
what are you trying to measure and with what type of meter? generally we check the module with a spark tester. if there is no spark with the spark tester we check the kill wires and any safety switches that may cause a no spark issue and if all that still shows no spark then we replace the module.
your coil's got a posative and a negative... Positive is Ignition hot and the negative connects to the distributor
The kill switch wire is broken or has come loose. If it is a push mower, look at the end of the throttle cable where it touches ground when the lever is in the OFF position. If it is a riding lawn mower, follow the wires from the ignition switch, you will find a disconnection someplace near ground (by the throttle cable bracket on my rider).

Did you just put a starter on it ??? Sounds like the starter wires are on the starter wrong are thay are shorted out. CHECK THE WIRES GOING TO THE STARTER CLOSELY.
