The fuel relay controls the fuel pump, so where are the bare wires? If the relay isn't getting any power then the fuel pump will never turn on, unless you want to bypass it to check the pump. If the bare wires are going to your fuel pump relay you have your problem... if not, either way, bare wires are a problem.
Pretty sure it's in the fuel tank. On top where the wires go in there's a round access cover with wires on it.

you crossed wires when putting the fuel pump cover back on. you must of pinched the wires or stripped them so one is grouding. one wire is green one is black. go check
well if you have fuel and a new filter a good fuel pump relay and the wires going to the fuel pump have power and no fuel pressure you need a fuel pump
