You might have to much oil in the engine. Check oil. Clean spark plugs. (remove and use sand paper to clean)

I had that exact same problem and Im replacing my oil pump now.
I have the coupe model, so it may be different, however, on my 95 Subaru Impreza, the OBD connector is under the dash, on the left side of the steering wheel. you'll see a little plastic pocket of sorts, and on the upper surface you should see a little door. the connector is located under that door.
