An elekid can be seen belonging to a trainer on the Solaceon Town side of route 210. It cannot be captured in platinum but it can be obtained via breeding a Ditto with an electabuzz (Found on route 222) or an electivire (Obtained by link trading an electabuzz while it holds the electrizer) :)
