They are in only four squares at Mt. Coronet and they reset every day. You just have to fish at least four times in one spot and if it doesn't show move on to the next spot. Use Surf to fish out in the other areas of water. I have not tried this yet because I am not a big fan of Feebase but I am sure I will get to it at some point. I think you only need a good rod to find it. But once you find one fish in that same spot until the day rolls over to make sure you get one good enough to be Milotic. Hope this helps.
