Stunky is usually around Route 206 (right outside of Eterna City) underneath the bicycle path/bridge in Pokemon Diamond/Pearl/Platinum. Just walk around in the tall grass and you'll find one.

You can't get a skuntank in Pokemon Pearl version. You must trade it from Pokemon diamond or platinum. Instead of being able to catch a stunky you are able to catch glameow and purugly. Hope this helped
