Stick to the left of the route 217 (near Snowpoint City...) until you come across a house. Go behind it on the right side and press A. You should find HM08, Rock Climb. If you can't find it, make sure you are on the very right of the house, not behind it (Think of the edge, from there move one step to your right, look up, and press A).
