Any Uruguayan can buy a laptop or computer in Uruguay if he/she wants to and have enough money. Most economicaly middle-class Uruguayans have at least one or more personal computer at their homes. Also all the students that go to the public school are given by the State one free laptop in the program One Laptop Per Child that Uruguay carries on. If they go to a private school they have the option to pay for one.
The very cheapest laptop is somewhere between 150 and 200 dollars. That is the laptop of the OLPC (One Laptop Per Child) foundation; and perhaps other laptops built by similar organizations, for educational purposes. Of course, somebody may give you a special price on a used and old laptop, but new laptops will cost at least 150 dollars; several hundred dollars for a more powerful model.
