Where do you get the rune defender on RuneScape?

Quite right - the Quartermaster's store is in Tyras Camp, so I think you will need to have at least started the Regicide quest. The purchase price is 128k, so you would be better off buying on the GE for 75k to 80k.

YOU go to the warriors guild, and gain at least 100 points. Then enter the room with the cyclops and kill them until they drop a bronze defender. Keep repeating this until they drop a rune defender. The requirements for the warriors guild is 65 attack, and 65 strength.

You have to kill cyclop's in the warrior's guild if i am not mistaken. I know that you need either a 135 total level in both strength or attack, or a 99 in either one of the skills. You must obtain points from many of the mini-games and then gain entrance into the room to get defenders. The drop rate also varies person to person. Someone might be able to get all the defenders, including dragon, in about 30 minutes, while others, it would take hours to days.

You first have to have a level of attack + strength = 130, to enter the Warrior's guild. There you can kill cyclopes, until they drop a bronze defender. Show that to the woman warrior at the entrance, and kill cyclopes until you get the next level defender. Continue until you get a dragon defender (8 levels of defenders in total).
