It's not illegal to date someone underage, just to have sex with them. And even that's okay if you have parental consent, but you should talk to your local law officials to find out how to go about gaining that consent.

To the one service alcohol to underage kids, yes ... and on the spot. For an underage person, their actions, mannerisms, slurred speech, etc, are all tell tale signs of consuming alcoholic beverages. They may not be able to issue a citation but they sure as heck can (and should) call the parents to come pick them up in person!!
