If you are referring to new car warranty, my first call would be to the customer service number of the manufacturer. If that provides no satisfaction, then I would take it to a different dealership. If that doesn't give you satisfaction, then I would request to speak to the manufacturer dealer service rep. They come by usually once a month, and have the authority to make service decisions independent of the dealer. Last effort would be to seek arbitration, which is usually spelled out in the owners manual, or seek an attorney.
In used vehicles, a call to the warranty company is usually sufficient. If you are not satisfied with the warranty companies decision, you can arbitrate their decision. This info is usually on the back of your service contract.
A bank cannot require a warranty for a car loan. If it is the bank requiring you to buy the warranty you can report them to the PA Banking Commission. However, this is a typical scam from the car dealer saying the bank requires it when they actually don't. The car dealer is really making you buy an overpriced warranty.

The best place to buy a used car in Virginia or any where else is a dealer who will offer you a warranty. I bought a car from a dealer who gave me a 30 day warranty and they repaired the car within that time. You also need to make sure you take your car to a mechanic who performs a well car check, This usually runs about $80. Take this report back to the dealer and see if they will fix any of the problems before you purchase the vehicle. Remember do not purchase a car without paying a certified mechanic to evaluate it.
I'm unsure.
You cannot return a car in Illinois within 24 hours of purchasing it as many have believed in the past. You can however contact the dealer to report safety issues that you have noticed within this time for warranty work.
report dealer to DMV.

You can just go to carfax.com and get a free carfax report for the used car you are buying. The dealer should have these reports. If he doesn't and refuses to check the carfax, then I wouldn't buy from that dealer.
Well you should know, the police.
