once you get a phantom sphere tap the hourglass on the bottom screen and draw a hourglass as fast as you con then repeat until you beat bellum.

Yes, you would need to freeze time then hit Bellum on the back, but, he will snatch Celia (Fairy of Courage) and she would not be able to give you the power to stop time. You need to keep on attacking Bellum so that you both end up pushing swords or in other words when the screen says: ''RUB!''. Do that and attack him after he gets pushed back after the sword fight. Celia will give you the power to stop time again but you would need to attack Bellum again in order to get the power again. Using the Fairy of Wisdom should greatly help you defeating Bellum.
