Yes there is an inline fuel filter on the 190e 2.3 Mercedes Benz which is located under the passenger side of the car in front of the rear axle in the same container as the fuel pump.
I belive its under a panel just forward of the rear axel on the drivers side
It is under the car in the rear, right side, just in front of the rear axle. There should be a plastic shield over it.

It is a valve in the brake lines going to the rear of the vehicle. It adjust the amount of fluid flow to the rear brakes depending on the height of the rear suspension. The lower the suspension, the more weight in the vehicle, the more rear braking power is needed.
Put the key in the #2 position and put it in neutral, there is a safety in the rear wheels if you don't have the key in the #2 position that will lock the brakes. I had the same problem.
There are two possibilities. Its either on the overhead console by the rear view mirror or on the center dash control switches below the heater vents.
On the passenger side in front of the rear wheel. It is cover with a black cover. Remove it and there is the fuel filter along with the two fuel pumps.
