I'm not sure on the 89 but on the 1990 model its up behind the computer by the left front firewall inside the car. Don't look for a typical flasher because it looks like a square relay. Check the one with three wires leading to it. Before you change it though just give it a couple of taps with your finger and it may start working again. I know mine did. Hope this helps you out.
