Where does a water noise behind your glove compartment in your 99 grand Cherokee come from?

The factory installs a restrictor in the heater hose fitting. It's made to slow the water flow up so you don't here the noise your hearing. It has rusted away. I have tacken
the heater hose loose and put a nut that fits tight in the hose and put it in the end of the hose then put it back on the heater core tub. and that has stoped the noise.
