The factory installs a restrictor in the heater hose fitting. It's made to slow the water flow up so you don't here the noise your hearing. It has rusted away. I have tacken
the heater hose loose and put a nut that fits tight in the hose and put it in the end of the hose then put it back on the heater core tub. and that has stoped the noise.

Under the glove box, there is a panel, I think you need a 7mm socket. Remove the panel and there it is.
It's on the bottom of the transfer case. It's a large white/yellowed sensor with a 2 wire connector.
It is mounted under and behind the glove box.

I have a 1994 jeep grand Cherokee Laredo and there is not a spare tire compartment... the spare rides in the back on the left side bolted to the side of the jeep. Behind the drivers side rear passenger seat position.
The cabin air filter, in your 2004 Mercury grand Marquis, is located behind the dashboard on the passenger side. The air filter is directly behind the glove compartment.
