The negative battery cable goes to TWO places. The (ONLY) chassis ground is the smaller black wire that connects to a spot very close by on the firewall, just a few inches away. The larger starter ground/return wire goes to a mounting bolt at the starter/bell-housing. Both are needed.

Not necessarily. There are a lot of factors that can keep you from reading 14 volts at the battery, such as corrosion in the cable from the alternator to the battery.
it will be poking out of the transmission bellhousing where it attaches to the engine. It is on the passanger side (Right side) of the engine, right below the intake manifold. It has the battery positive cable and a smaller wire from the ignition attached to it and is held in place by two 13-MM headed bolts. Remember to remove the negative battery cable before going anywhere near the starter.
