CM is the rank of the sailor, indicating that they are a Master Chief, an E-9. AV is the specialty of Avianics Technician. Normally a sailor at this level is serving as an advisor to the command ing officer.
Command Master Chiefs typically do not, but regular Master Chiefs will often be on the in-port duty roster, usually as the watch leader, duty officer, or something similar. Of course it varies by command / type also; smaller commands usually have them on the roster, while large vessels / commands might not, as there are enough people to fill the watch rosters.
