passenger side of the block down by the oil pan behind the starter. if you reach your hand around the starter run your finger along the lip you should feel the hole or a tube.
it should go in threw the head on the driver side but some go in threw the block on the passenger side
The dipstick can rust if the pcv sytem is not working properly.
It is 27 inches long.

I'm assuming you mean a Ford F-350, which you fill through the dipstick tube.

Older engines have the dipstick on the driver's side. There is a hole in the side of the block between 5 & 7. Newer ones have the dipstick tube in the passenger side of the oil pan.
