Differentials were locked by vacuum pressure on a actuator on the front axle, if there is a problem with this actuator or with your vacuum system the front axle will not engage. You may want to remove the acy=tuator and clean it out, ot locate the vacuum leak in your system.
It will either be the vacuum solenoid (actuator) located under the battery tray or the electronic solenoid on the front differential. Most commonly it is the vacuum solenoid (actuator). Once you take the battery and battery tray out you will see the rubber bladder of the vacuum solenoid (actuator) if it is torn or busted replace it. Check the vacuum solenoid (actuator) located under the battery and battery tray. It could also be the vacuum solenoid located on the firewall above the distributor (approx. 3"x1")

At one point while offroad I had the vaccuum lines for the four wheel drive fail. If you go to the intake manifold, there should be a few ports that are blocked off. With the vehicle running unblock and check for vacuum. If you have vacuum, you can connect an extra bit of vacuum line directly from the port to the actuator that engages the front right axle shaft. This effectively bypasses the vacuum switch on the transfer case.

four wheel drive actuator less then $50 online at http://www.autozone.com. the four wheel drive actuator is basically an electronic hub locking system. replacing this part should fix 'er up! p.s. i have a '94 s10 blazer vortec v6 same problem and it worked!
Four wheel drive will not disengage on a 1999 Chevrolet Suburban if the actuator has been damaged or the circuit has a short in it. Checking the fuse and connectors can be a quick repair.
