If it is the 2 inch round patrol emblem (i.e. if they are the buffalo patrol) then it goes on the shoulder just below and touching the American Flag. I am not familiar with any other "Buffalo patch" that belongs on the scout uniform unless it is a"temporary patch" from a camp or othe revent that is hung or sewn to the right chest pocket.
Yes, several. The OA wear their lodge patch on the right shirt pocket flap and sometimes have insignia that they wear from the right shirt pocket button. The noticeable sign is the white sash with a red arrow.
If the scout is a Cub Scout wearing a blue uniform shirt the Arrow of Light is centered on the left shirt pocket flap above the other rank badges (wolf , bear, etc). If the scout is a Cub Scout wearing the khaki (brown) shirt or a Boy Scout the Arrow of Light is worn centered under the left shirt pocket (below the pocket).

If you are a Boy Scout you should wear your full Boy Scout uniform. A Boy Scout shirt and merit badge sash should be sufficient. If you have an Order of the Arrow sash you may also wear that. If you are part of the audience or parent of a Boy Scout at a Court of Honor you can dress casually or professionally. It is completely up to you.
