Standing behind your boat, the indicator stream will be on your right of the motor not far below the cowling. This is not the total amount of water coolant involved, it's put there to give you a visual confirmation that your engine is being cooled. The main intake/outlet are down on the lower shaft. If you don't see a nice healthy indicator stream coming from your right side of the motor, then your water pump needs replacing or you have a blockage that needs to be addressed. I grew up running one of those 70s with a jet unit on it, that was the most reliable outboard I've ever run.
If you will go to Crowley Marine you can look up just about any old outboard motor. There is a diagram there for the 1971 25 hp Evinrude and if you will look there is a plate on the right side looking at the motor from the propeller end just below where the gearcase extension bolts on. It has several small holes in it and this is the water intake. On the Crowley gearcase drawing it is part #19.

If the use of a professional to replace the water pump is out of the question, then one should use the manual to locate the correct part on their particular model of the motor. Once it is found, follow the instructions listed in the manual for replacing the part.
Yes it should come out from starboard side, its perfectly normal, if it doesn't than you have a problem.
It could be a freeze plug on the side of the engine block by the motor mount.

The water pump for an s-10 engine is located on the front of the motor. The engine can be damages if it overheats due to a bad pump.

The 2003 model, 200hp Evinrude outboard, may be equipped with either a standard gearcase, which has the common inlets on both port and starboard sides of the case, or with a high performance Lightening gearcase utilizing a low water pick-up. The linlet on the later design is located underneath the nose of the gearcase bullet.
If the motor got water in it do not attempt to start it. The water needs to come out first. Water is very bad for your engine because it causes rust and doesn't allow the pistons and valves to move properly and all sorts of nonsense. Take it to a repair shop and have the engine disassembled and the water removed. How did the water get in there?
it is on the drivers side of the engine compartment in the front of the motor when you start the motor you will see a small belt turnig and you will need a specail tool to get the water pump out
