1999 Lexus ES 300 blower fan wont stop running at all after the engine is shut off?
Most likely heater / blower relay under hood, left side relay box marked HTR on lid, try tapping it, if not - remove relay, if motor stops running, you should have another relay in the box to substitute - as a test, if it works, replace relay. Other times a power board / variable speed resistor board can go bad and cause this issue - it will look like tin can when removed, but yours should have and "old school" blower motor resistor - it will look like stretched out springs, located under dash near gas pedal / trans tunnel in heater box. Two screws and a plug - not a big deal. the variable speed power board can keep the motor running, the old school style will not.

There are two relays side by side, my relay has bad points and a blue cover. The resistor pack could also be your problem, it is on/in the heater box also. The heater box is below the glove box in front of passengers knees. The Dealership refers to the resistor as a power unit (for auto climate control) systems. When this fails, the blower motor will not work. No heat or A/C. A different resistor is required for manual climate systems. To access this unit, you will need to remove the the glove box , the support bracket for S.R.S (passenger side) , and possibly the wire harness. There should be left of the blower motor, the resistor. New up to $300. salvage yard $6-25. Try Crazy rays
