The Bible never says anything about who receives tithes. You tithe by giving away money (or food, clothes, shoes, etc) for the purpose of showing God that you will not withold anything from Him. The recipients can be your church, homeless people, someone in need, or whoever else God asks you to give to.

10:38 And the priest the son of Aaron shall be with the Levites, when the Levites take tithes: and the Levites shall bring up the tithe of the tithes unto the house of our God, to the chambers, into the treasure house.

There are no more Levites priest now.
