The Bible never says anything about who receives tithes. You tithe by giving away money (or food, clothes, shoes, etc) for the purpose of showing God that you will not withold anything from Him. In the New Testament we are told of Abraham paying tithes to Melchisedec and we are also told that his descendants indirectly paid the tithes. The apostles did not urge people to do so.
